Centre for Reform
The Centre for Reform is a public policy think tank founded in 1998 to pursue the values of the Liberal Democrats, but open to all those who wish to debate social, economic and political reform. Nothing published about the internet yet.
John Stuart Mill Institute
An independent policy think tank. Its starting point and core philosophy is liberalism, based on the concepts of the freedom of the individual and responsible democratic participation. Recently published a report called "Freedom in the electronic age" by Baroness Emma Nicholson MEP.
Liberator
A magazine rather than a formal think-tank - but a great source of Liberal Democrat ideas and so it's included. You'll have to get them out of the magazine itself rather than off the web site though since their web site is currently under reconstruction. Contact Liberator at collective@liberator.org.uk.
LiberalFuture
Liberal Future seeks to bring together those within the Liberal Democrats who believe that there should be less power for government and the state and more power for individuals and communities. Nothing published about the internet (or anything else) yet.

Demos describes itself as "an independent think tank and research institute based in London. Launched in 1993, its role is to help reinvigorate public policy and political thinking and to develop radical solutions to long term problems."
Institute for Economic Affairs
"The Mission of The Institute of Economic Affairs is to improve public understanding of the fundamental institutions of a free society, with particular reference to the role of markets in solving economic and social problems."
Institute for Public Policy Research
"The IPPR is Britain's leading centre-left think tank. Its aim is to promote and contribute to a greater understanding of key social, economic and political questions.
Adam Smith Institude
Libertarian think tank. As they see it, "a firm advocate of incentive, choice, opportunity and moving decision-making from authority to individuals".
